Chapter 17 - THE FIRE VOSS BUILT SEVEN YEARS AGO

Daniel, Anna, Moreno, and federal agents reach the old archive site.
Voss is inside.
He has begun destroying paper records.
No hostages.
No unnecessary kidnapping.
The climax is about evidence, truth, and choice.
Voss tells Daniel that publishing everything will expose innocent medical patients.
Daniel agrees.
Voss is surprised.
Daniel says:
“That doesn’t mean you get to burn the crimes.”
Anna proposes protected disclosure.
Independent review.
Victim identities sealed.
Criminal evidence preserved.
Voss calls it naive.
Anna replies:
“No.”
“Naive was believing one man should decide what everybody else is allowed to know.”
Voss tries to destroy Jennifer’s master drive.
Marcus arrives and stops him.
Not with a gunfight.
By locking the remote server purge through credentials he secretly preserved for years.
Voss realizes Marcus was never as careless as he believed.
Police arrest Voss.
As he is led away, Daniel asks one question.
“Did you ever regret what you did to Anna?”
Voss looks at Anna.
“Yes.”
“Every day.”
Anna asks:
“Then why didn’t you stop?”
Voss answers:
“Because once I admitted the first decision was wrong, I had to admit everything after it was wrong too.”
